Responsibility of the Russian Federation officials for the war crimes, in particular, for extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly in the occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol (On 18 October 2017)
Within occupation of Crimea by the Russian Federation, the Occupying Power have started a wide-scale nationalization of private as well as state property located in occupied territories of Autonomous Republic of Crimea (AR Crimea) and the city of Sevastopol.
Subject to data, based on official sources and decisions of the occupation power, more than 330 enterprises, institutions and organizations in the state property of Ukraine and in the property of labor unions and 280 enterprises in private property have been nationalized. Mass nationalization happened in occupied Crimean Peninsula in 2014. However, such unlawful nationalization continued in 2015. According to another report, the number of nationalized businesses is as high as 4,000.
Examples of destruction of the property are:
- 16-storey residential house located at the Kapitanska street in the city of Sevastopol;
- unauthorised constructions in the towns of Pozharskoe and Novoselovka;
- 24 objects in Yalta were demolished;
- Around 360 stalls were demolished in the market on Kozlova street in Simferopol.
In accordance with Articles 8(2)(а)(IV) and 8(2)(b)(XIII) of the Rome Statute of the International Criminal Court, destruction and appropriation of property in international armed conflict are discrete kinds of war crimes.
