The 2004 program hosted 27 regional and 12 American representatives. The regional delegation began the program in Sofia, Bulgaria with a three-day seminar on regional security, defense reform, and NATO and EU expansion. The group then traveled to USEUCOM Headquarters in Stuttgart for two days of briefings and discussion. The next stop was Washington, DC, where participants met with representatives at the Pentagon, the National Security Council, and the Nixon Center. Finally, Black Sea regional participants united with their American counterparts at Harvard University for an eight-day curriculum at the Kennedy School of Government, focusing on issues ranging from civil-military relations to the global war on terrorism.
